Hunger Games

So I just finished watching the Hunger Games. It was an awesome movie! Now, as the movie went on the main character Katniss started to rebel against the system. So eventually she made it out of the Hunger Games alive. In the movie she comes off as someone who despises her own government. Do you guys believe that their should be a punishment for going against your own country?
